Fixed a few bugs related to user submissions:
- deletes and update submissions are now treated as separate submissions. You can submit a modification, then submit a delete, or vice versa.
- adds, updates, and deletes can all be re-edited by the submitter before they are reviewed
- add submissions remain adds, even when they are further modified by the user
And:
- fixed issue with *'s appearing in Top Collectors portlet
